Mini-14 Featureless question

My bud has a mini-14 ranch rifle with no evil features, does it fall under the same guidelines as the featureless AR-15's regarding 30 round mags?

No pistol grip, no thumbhole
No flash hider
No foward grip
No collapsible stock

No bullet button

Assuming he had pre-2000 mags, could he use them and adhere to the letter of the law?

yes. unless it is specifically named as an assault weapon (like the SKS), featureless rifles are GTG with legal 10+ rd mags..
