Some lowers can. It takes the 3rd hole for the sear and the shelf on some lowers needs to be milled out. Its not that hard. It can be done on a low shelf lower with a handheld drill in about 10 minutes.

M4/M16 uppers and AR15 uppers are generally identical. Some brands like Bushmaster and Colt in the past have made slight modifications to the Bolt Carrier to make them incompatible with full-auto lowers, but 90% of the uppers out there are all identical in function to an M4/M16 upper.

The lower is where the difference lies. The trigger, hammer, selector, and disconnector are all different from a standard AR15 FCG, and there is the addition of the auto sear. Plus, with the burst variants like the M16A2 there are other parts like the burst cam and another spring.

The internal FCG pocket on the AR15 is different than one on the M4/M16 as well. The M4/M16 is open wider further back to accommodate the auto sear. On the M4/M16 there is also a 3rd FCG hole above the selector for the pin to the auto sear.
