Basically, it has to do with import laws. If you intend to modify an SKS you must wind up with 10 or fewer imported parts when you're done, to be in compliance with 922(r). Follow the link that Jaxpire posted. Then click on the SKS FAQ link on that page. There is most of what you need to know.

ETA: This concerns Federal issues. State AW laws are another matter and can be addressed by the AW guide at the top of the page.
