Then, find a complete lower receiver and snap the upper and lower together yourself - otherwise you will be paying an 11% tax on a long gun.

With that budget, you can build a shooter that can be upgraded later after you put some rounds through it.

I agree. Check out my YouTube channel. I built a bcm/mega arms m4 CA legal rifle for just under $850. You won't beat that with any factory rifle.
