Flow chart clarification

I was going over the flow chart a few minutes ago and I was scrubbing appendix B for brands to stear clear of. For the most part it is self explanitory. I then had a scratch your head moment. My lower reciever is a C3 Defense. Since its not listed in Appendex b, all is well. Now here is where the flow chart gets a little hazy (for me anyway). Since the name of the rifle and its serrial number is on the lower reciever, if I got a brand x upper, my finished product should legally be a C3 Defense rifle. If my understanding is correct then any legally configured upper would be california compliant regardless of brand.

The lower receiver is the firearm and is what is banned, if it were banned, by Make and Model. If the lower is not on the list, the upper should not matter so long as it is configured per California laws; i.e., 16" barrel, etc.

sleepur606 is correct; it is only the lower in AR pattern rifles that is an issue for 'named' - everything else is unregulated (by name) parts.
