Is a FAL as easy to build as a AR-15? Any special tools or skills required? Where is the best place to get parts and how much to do a modest build?
I decline to answer any questions without legal advice.
There is nothing illegal in my car, and I do not consent to a search of my car. Am I free to go?

I missed the part of your post where it asked about an evil, black, semi auto rifle chambered in .308/7.62 NATO
You can buy a Saiga in .308 do the conversion and end up with something like this:

All the information for this project can be found here:
This site is primarily dedicated to IZHMASH Saiga-12 Shotguns, conversions, and different modifications that can be done to them!

For the cost of the Saiga, the conversion, new furniture, tools, 1500 rds. of Lake City surplus you could get something from Fulton.

Generally, I would agree with you. If you can get something else for the same amount of money, take the non-Hesse version. However, I have 2 Har-15 that look like crap, but work fine and I have 2 HAR-25 that look like crap and work fine. I have one FAB-10 way out of spec.
I way overpaid the Har-15, but the Har-25 were about $275, which is a lot less than what Fulton or POF charges. One of these days I will make the machining marks disappear on the HAR-25s and still come out ahead.

And I would never buy a Hesse Fal receiver.

Fal takes a bit more to build and they are getting more expensive to build nowadays.

Me thinks he means RRA .308 based on the FAL mags that Bushmaster had a lot of trouble with and saved their butt by selling it to RRA. Don't hold your breath for that one. I think that the RRA .458 Socom will end up on the market sooner and both are at least a year behind schedule.
