if it isn't a RAW lower, or a registered .50BMG lower, then NO.

That idea always freaked me out a bit. What happens if your aluminum RAW lower gets damaged by either .50BMG stress or a OBD? It's not like you can easily repair an AR lower (something I discovered as a PV2 armorer in '90) or transfer the serial number to another lower.

A single-shot .50 BMG upper on a pistol lower (no buttstock) is legal. Only .50 BMG rifles are regulated, and the weapon must be shoulder-fired to be a rifle. This is why semi-auto M2HB's are legal.

A .50 BMG upper not attached to any lower is also legal to possess. There are many Californians who own .50 BMG uppers, and go out of state to shoot them. As long as the receivers remain separated in California, there is no law being broken. California does not have a constructive possession law.

AP pistol ammo? Proceed at your own risk.

Technically yes, realistically, no. If the barrel is greater than 16", it's no longer considered a handgun.

I wouldn't want to argue that it can't be shouldered; just not that brave or interested in the fight.
