To test twist rate, insert a cleaning rod with a bore brush(or other attachment) that fits snug, in the barrel (at least 12"-14" deep). Make a mark at the muzzle on the rod to index it, as well as mark the length. Pull the rod out, allowing it to rotate with the rifling. When your mark makes a full 360, stop. Make another mark, then pull it out and measure from mark to mark. This will be your 1:?? twist ratio.
Simple technique but I had not heard of that before. Thanks for that one. I'll add it to my book of tricks if you don't mind.

No time frame. The gun had been sitting for quite a while so my best guess would be in the 90's. Alot of the oil had dried out and he said he hadn't fired it in awhile. I didn't even think to ask how old. I'll look up the scope when I get home and see when it was made. If I get a model number off it maybe it will give me a clue as to the date.

Man you guys are really good at puzzles.
