will this equal 16 inch barrell?

I'm looking at getting a BCM 14in upper

    http://www.bravocompanyusa.com/BCM-S...g-car-14lw.htm.

With the flash hider will it total to 16 inches

Would I need to add the BCM A2X Flash hider which is permanently installed?

The flash hider would need to be permanently attached.
    Insert something clever here.

i believe you will need the a2x permanently installed. The regular A2 flash hider is just bellow the 16 inch minimum requirement.

Yes that is why they list it.
when buying that upper you have a choice a regular FH and NFA paperwork, or the A2X and no NFA needed.

            Question.

So let's say I have this friend, and he ordered the 14.5 (NFA) BCM upper and it was shipped to him, no NFA paperwork required. However, he DOES has a registered AR pistol lower, but no paperwork was required to ship the 14.5.

Is this typical? No laws being broken, correct?

Although to use it on a rifle lower, he'd have to have the A2 birdcage replaced with something that meets the 16" requirement and it has to be permanently attached, yes?

The NFA paperwork is just a guideline on their part for you to stay legal, they dont actually require/need proof of anything to ship NFA items

                That's fine.
The pistol lower is his "path to legality" or a valid reason to be in possession of a barrel less than 16" long.
If you can't show a reason why you have a short barrel, but you do happen to have an AR rifle receiver, the feds would consider you in "constructive possession of a short barreled rifle".
