    Forward hand grip ?

Is a loop of nylon webbing hanging from the handguard of my AR 15 considered a forward hand grip. I know it seems like a silly question.

Is this a portion of your sling? What is the loops function?

The weird thing is that the ATF doesn't consider a pistol with one an AOW. I think it would be difficult for the DOJ to call a nylon webbing a vertical foregrip but then again it is the DOJ.

Put a buckle on the end of it and call it a sling mount, problem solved!

"forward pistol grip" would be the operative words here.

However, if you're just thinking of doing it as a means to circumvent the regs on an otherwise featureless rifle and use the strap as if it were a forward pistol grip. . . why? Just run a bullet button and don't try to get cute with your build, IMHO.
