    Romanian PSL 54C Rifle

    I am an 07 FFL in Arizona and just sold a PSL54C Rifle on GunBroker to a Person whose address is in California.
    My question is,, Can he own this rifle in your state or did he just mess up a auction for me. I have looked in every section of your guides and statues for this rifle and I cannot find it to be in any catagory.
    Any help or direction will be well thought of........Thanks in advance.

    In it's stock form the PSL54C is not CA legal.

    But, it can easily be modify to be CA legal.

    If you ship it with the stock removed, then it is CA legal.
    If you install a magazine lock, then it is CA legal.
    If you fill in the thumbhole stock, then it is CA legal.

    They sell CA legal PSL54Cs and can address any questions/concerns you may have.

      I know they're long, but do they still make OAL with the stock removed?

      I think you could probably screw two big pieces of wood together around the stock holes (not into the stock, just through the hole and into each other) to make it not a thumbhole stock, though it's a crude and temporary solution.

      I would contact the FFL he wants you to ship it to and ask them what they suggest/will accept.

        It's pretty bad manners to bid on an auction for a rifle like this without contacting the seller first, to make sure that they are cool to ship it, and to make the necessary arrangements for modifying it so it can be legally shipped to the buyer's FFL in CA.

        The seller shouldn't need to be researching the statutes on behalf of the buyer.

            What makes the PSL a no-no in Ca. is the pistol grip. So remove the butstock and ship it. You're then legal and the rifle is legal for the buyer.

            Our laws are really screwy but in many cases they are very easy to legally work around.

            I hope you'll be asking us many questions so you can easily and legally do business with Ca.

              The detachable magazine and thumbhole stock are a no-no combo on a semi-auto centerfire rifle.
              Remove the stock and it's fine.
              Fix/lock the magazine to be non-detachable and it's fine.
              Lame, I know.

                    Althought it doesn't matter, a stock PSL is over 30" without the stock

                    The barrel is 24.4", the muzzle brake adds another 3" and there is well more than 3" of reciever behind the barrel...its probably 35" without a stock....

                      Ahh I see.
                      I thought OLL's worked because without an upper they are neither center-fire, nor semi automatic.

                        At the buyers expense of course. He has to have it in there anyway.

                          Thanks for all the replies. I hope one day Cali will once more be a free state like Arizona. Living right on the state line with you and knowing most of what I sell and work on is "wrong" there, I really feel for you owners and shooters.
                          I have done business in your state before and have of course signed up with the state to be legal to do so...LOL.
