    When purchasing a muzzleloader in CA does it have to go through a FFL holder?

      Well, actually CVA has a model that accepts ML, Shotgun, and centerfire barrels and it has to be DROS'd. I believe the TC Encore is in the same situation.

        I've had an FFL tell me that HE DROSes all guns he sells. Of course, I'm not going to pay DROS fees wen I don't have to so,I went else where. I'm not convinced that some of the modern inline need to be DROSed, because, I've never seen a law that states that some muzzleloaders are not considered muzzleloaders. Yet, there are FFLs out there that have told me this without providing me with any proof. As far as an action that can be converted to centerfire, they MAY have to be DROSed but, what about all the conversion kits for cap and ball revolvers? Wouldn't ALL revolvers capable of accepting a conversion kit need to be transfered as modern handguns?

          The conversion cylinders I have seen for sale without DROS etc have a backplate. To load, you remove the cylinder, unscrew the backplate, dump the empties, load the new rounds, screw the back plate back on, and reinstall the cylinder. I have never bought one of these, they are as expensive as the gun itself, but if that really is how they work, then they certainly don't become modern handguns, even if they would allow you to use modern smokeless cartridges.

            Didn't the BATFE make a ruling a while back that a certain type of muzzleloading system was really a firearm? Something to do with being inline and having a certain type of cap?
