So I test fired her with some cheap Brown Bear .223 about 100 rounds and it happened. The bolt is locked forward and I cannot get the spent shell out. I cannot pull back the charging handle.

Hold the forearm of the rifle with your off hand and grab the charging handle with your strong hand. Jar the butt against something rigid, the ground if needs be, and yank as hard as you can on the charging handle on impact. That should give enough force to pull it out.
