The muzzle device and the handguards certainly aren't Colt.

There are only 2 legal Colt centerfire lowers you can purchase here in California, and you'll have to find an informed FFL to do your transfer. Many (if not most) of them believe Colt lowers are banned by name and won't want it in their store. An informed FFL (most on this forum) will probably do it for you if you can find one.
The 2 off-list Colt centerfire lowers are:
One Marked "CAR-A3 HBAR ELITE"
One Marked "CARBINE"
I have the CAR-A3 HBAR ELITE and can tell you the upper in your pics is not an upper for that. It looks like this.
If your hope was to buy a matching lower, the only one you can legally purchase here is marked CARBINE.
It may not (or may) be an upper for a CARBINE, but that will be as close as you get.
Hope that helps.Comment

Colt recievers are now banned by name in CA, unless you buy one of those weird plastic ones that have a sealed magwell..I think those are the only colt recievers you can buy if you dont already have one befor the ban"If a law is unjust, a man is not only right to disobey it, he is obligated to do so." - Thomas JeffersonComment
