Everybody and their brother. The least expensive and most fun way is to find a local FFL who will DROS an AR lower for you and build your own.
If you buy off the rack at a gun store you will pay a 40-50% markup and be limited to whatever brand and configuration they have in stock.
If you build it yourself you will pay no more than 20% markup and the sky is the limit on the configuration you have or what brand(s) you have.
I sell everything but the lower on my website http://www.tacticalcity.com, as do many other members on Calguns.net.
A great place to get lowers is http://www.gunbroker.com. They have an FFL finder search engine so you can find a local FFL next door to you. Use that engine and give the guy a call and confirm he will transfer an OFF LIST LOWER before you buy.
There are TONS of step-by-step online guides on how to assemble your AR15 type lower from parts. The rest of the rifle, including the entire upper half of the rifle, can be purchased pre-assembled in any configuration you want. So you can pick and choose between thousands of parts and build the rifle of your dreams.
Make sure when building your rifle you comply with the California Law SB23. The short and easy explination is that if you install a bullet button (available in our CA Compliance Parts section or from many sellers here) and use 10 round or less magazines you are legal. There are other ways to do it and be legal, and if you want to know more about them use the search feature on this forum, because they have been covered to death and people get tired of explaining 100 times a day.

AS FOR THE ACR...
Yes it is legal. You would need to custom make a bullet button for it, because I am pretty sure it comes with an ambi-magazine release designed right into it so the traditional AR style bullet button would not do the trick. If going for a featureless build you would need to modify the stock so it would not fold, use a kydex sleeve over the grip to make it legally not a pistol grip, and remove the flash hider. Basically, it will be a tad more challenging to make it CA legal because bullet buttons are not readily available on the market, and because the design is not as easily modified to a featureless build as a traditional AR...but once you solve one of those problems (which others have already done) and decide on a featured or featureless SB23 compliant build then you are good to go.Last edited by tacticalcity; 04-08-2010, 11:14 AM.Comment
