Quick question?

I am looking at buying a m4 upper from a web site but not sure about the legality of it. from the Flow chart is says the a2 style flash hider is a No No.
the web site I am looking at says its ok in CA. It has the birdcage style look to it slots on the top and solid on the bottom. Can someone please clarify this for me?

If you are doing a bullet button build then the flash hider is fine. If you are going featureless you need to put a muzzle brake or comp on it because flash hiders are considered evil features.
