Question, if you have an Appendix B AR Series lower, & you put a single shot upper (one with no gas port) is it legal in CA?

Unless it is registered as an AW, if not it is banned. The ban list actually bans whatevers on the list. You could put a toothbrush on it and it would still be illegal. http://www.calguns.net/caawid/flowchart.pdf

he's trying have a single-shot rifle that uses a listed AW lower. Idea being that the ban only covers "semi-automatic centerfire" rifles, and if it isn't "semi-auto", then it shouldn't be prohibited to have. Sort like it is defendable to have just a stripped listed lower. Not recommended, but defendable.
