My question is about the advertisment. When they say .223Rem/5.56NATO, what exactly are they saying? Are they saying the gun uses .223Rem or are they saying it uses 5.56NATO? Or, are they saying it uses both?

They are saying you can use both and it most likely has a 5.56 chamber.

They are most likely saying ".223Rem/5.56NATO" for the benefit of people that just don't know any better or know about the compatibility.

But yes, if it says that, then you can safely shoot both.
