Need help picking out a complete upper

Hey guys, I'm on the search for the best value upper for my entry friend. I did a search but couldn't get enough info.

He wants...
- light weight build!
- chrome lined barrel
- m4 ramps
- complete with bcg
- a3 flat top
- cheap cheap and good!

cheap cheap AND good? Its been beat to death, but BCM has all the parts to put together a quality upper. All parts will run you about $620-650

$130 BCG
$20 handguards

Best deal there is is BCM. Tell him to quit be a cheap azz and spend just a little bit more for quality.

Spike's Tactical uppers can be had for around 800

Since you're local you could take a look at the uppers at Bay Area Gun Vault in Mountain View, they have some of the KISS ones as well as various others with full rails, flip up sights etc... Worth a look.
