If I have a 20 inch barrel do I need to permanently attach my Compensator?
Is it legal to have a threaded barrel? Everything I read talks about 16 inch barrels.

With regards to rifles the minimum barrel length is 16". Many people permanently attach brakes or compensators to lengthen a barrel that is less than 16" (like 14.5") up to the legal minimum. Threaded barrels (on rifles) are not an evil feature in the California assault weapon law and now that the federal crime bill has expired they are no longer regulated. The other reason for permanently attaching a device to lengthen the barrel would be to achieve a minimum overall length for the gun. Federally that minimum is 26" for all rifles, but the state of California has a more restrictive 30" minimum length for center-fired semi automatic rifles or they become assault weapons.

Yes

Everything I read talks about 16 inch barrels.

Only time you would need to permanently attach (by pinning, welding, or silver soldering) is if your barrel is less than 16", to bring it over 16" with muzzle device attached, (or 30" OAL)
