I think the upper with 22LR stamped on the barrel is the key to compliance. I think having just a conversion bolt in a 223/5.56 barrel could be argued.
Buffer no buffer not important except to save weight.
I have a rare lower marked 22LR and one marked multi and one with no caliber stamp but none of that would be key to compliance either.Comment
