    CA - complete lower

    Can you purchase from out of state and shipped to my CA FFL a complete AR15 lower?

    Or, must I get a stripped lower and assemble all the parts?

    Sorry for the noob question and I appreciate any info.

    Yes, you can. I bought a couple complete featureless lowers straight from Aero when they had a sale on them last year.

      Legally yes, but...some FFLs aren't comfortable with that. Check with the receiving FFL first.

        yes, I got conflicting responses from 2 different stores so it made it even more confusing.

        The independent shop said it wasn't an issue but the chain store said they couldn't do it.

          Yes you can. A stripped lower is no different than a complete lower in most cases, but some out of state companies will not ship complete lowers to CA. I bought one complete lower from out of state, I had to ship it to audiophil and he shipped to me. Then I learned how easy it was to assemble my own lower, and bought stripped lowers thereafter, which companies have no problem sending to a CA FFL.

          But the simple answer to your question is yes you can buy a complete lower and have it shipped it is perfectly legal.

            For example, PSA will not ship complete AR or AK lowers to CA but will ship stripped lowers.



            So check with the vendor AND the FFL before you order.

                It is legal. But the seller and the receiving FFL both need to be ok with it.
