    Complete lower legality?

    Sorry for the question, but I've been out of it for a while so I am not up to speed as to the current hoops we need to jump through.

    Is it still possible to buy a complete lower here in CA? It won't have a stock, and I'm going to ask the seller to remove the grip. It'll just be the lower and internals (trigger group, buffer, tube, and spring).

    As long as the lower is not banned by name you should be good to go.

      You don't have to remove the stock. Register the lower as multi-caliber which will include 22lr. Rimfire is not currently affected by AW restrictions. Just be sure not to mount a centerfire upper w/o either a featureless configuration or approved magazine lock.

        It’s possible but not all FFL will accept a complete AR lower with “features”

          @loyal,

          Yeah. That should be fine. The link you posted is for a receiver set but the lower isn't complete. I just had brownells ship stripped lowers to my ffl and paid the transfer fees.

            Complete lowers are fine why disassemble. I have one for sale in long guns now.

                  Yes, you can buy a stripped lower with no internals or complete lower with internals as you listed. I bought a completed lower and made a 22lr out of it. I can swap the upper 22lr for a 223/556 barrel if I want.

                    Just to stir the pot a bit. If the ability to be assembled as a rimfire, whether one does or does not possess a rimfire upper at the time, is determinative regarding legality - what rimfire upper can be attached to a 9mm lower? Assuming the lower is a true 9mm and not one using a block insert.

                    And regarding the above, what about AR 10 lowers?

                      A homemade upper. That's what upper.

                      And a centerfire bolt action or anything not semi auto is also legal with full features. So a homemade bolt action 9mm upper or single shot upper. Whether such an upper is currently commercially available or not has no bearing on the legality of the lower assembly. A person possessing such a lower may be intending to develop new rimfire or other non-semi-auto centerfire upper gadgets.

                      A simple plug / dowel in the buffer tube is going to keep a blowback 9mm from cycling, requiring the action to be opened to manually eject and load a new round. That is literally how easy it is to disable semi auto with a commercial 9mm lower/upper, unless I am missing something.

                        I hadn't considered the "singe shot 9mm" or bolt action upper - I'd say that works in this scenario.

                        I think the law is sufficiently clear that a lower by itself cannot be considered an AW, but as they say "this is CA".
