he seems to be saying it picks up a round and chambers it, but doesn't push it all the way in and lock the bolt. seems like the bullet is hitting the lands.

This is your problem. Buy a known good factory ammo with more oomph.
What does this mean, cycles back home? Where is home? Does the bolt close?
ETA: If it feeds via manual charging that is in favor of underporwered ammo vs mag or OAL issue. Doesn't rule it out but gives it a little more weight.Comment

Before trying new ammo, do the empty mag test... does the ammo you have now, with the magazine that you are using in the rifle, lock the bolt back after firing a loaded round on a empty magazine?
If it does, you have enough gas in the system to lock bolt back which would take out gas block or ammo as the issue. So now you look at what's causing the bolt to ride over your round thats in the magazine... could be bad mag or overpower main spring, which is returning the bolt home faster then the magazine could push up the next round.
If it doesn't lock the bolt on empty magazine, you are under gassed. Look for leaky gas block, loose gas key, blocked gas tube or unpower ammo.

Look at all the 140gr 6.5 Creedmore ammo on LAX's web site. That stuff is the lowest velocity of them all. Try hotter ammo at least untill its broken in.

I have a PWS in 6.5 and I bought some S&B ammo a while back for some plinking and it's underpowered. I've shot Hornady 140gr & 147gr ELD, 140gr American Gunner, FGMM 140gr, etc without any issues, but S&B wouldn't cycle.
It's tough now due to ammo shortage, but try Federal or Hornady. Doesn't need to be match. If you're in the L.A. area, let me know and I can give you a few rounds to try at ASR.
If you try new ammo and still have cycling problems, then it's probably time to contact DD.Too many rifles, not enough time...Comment

You've never heard the term "send the bolt home"? I meant to be more precise and say the bolt cycles back into battery and the "click" is due to the trigger firing on an empty chamber.Comment
