Been there, done that with my Mini-14 several times.
That Otis system really cannot be recommended, unless you have no other option (such as with a Mini-14).
The issue isn't the dry patch, it's an over-sized patch that's wedged against the Eye-Loop on the cable. If you're gonna use the Otis system, use their expensive patches or be prepared for this to happen often (trust me...
)
You have a few options:
This video wasn't available the first time this happened to me. I was so frustrated I left the disassembled rifle sit on my workbench for well over a month before trying again!
If that doesn't work, you might need to burn the patch out as some others have done, or try heating the barrel a little where it's stuck to get it to loosen up.

Hard to take a gun cleaning product company seriously that shows a video of a dude pulling the cable out at an extreme angle, potentially jacking up the crown.Been there, done that with my Mini-14 several times.
That Otis system really cannot be recommended, unless you have no other option (such as with a Mini-14).

Never had a problem with a dry patch, across 223-280-308-311-44mag bores, not once. BUT, I have not used a Otis system. Always a cleaning rod, not a bore snake or cable. Then follow up with a lightly oiled patch. Whatever works guys. If I was shooting really crappy ammo I would start off with a patch soaked with Hooppes solvent or CLP.

The steel cable is coated with a flexible plastic, so it shouldn't cause any harm, and I suspect getting the darn thing unstuck is paramount to worrying about the crown in this situation... but I hear you.
Given an option, I'd never use one again. I routinely get mine stuck, since I refuse to purchase Otis' outrageously priced patches.
OP, if your cousin has a rifle conducive to a rod... get a rod. Even a cheap rod will be less frustrating.Comment

Do not use a wooden dowel to try to clear anything stuck in a barrel.
A broken off dowel makes it much more troublesome to clear the bore.Randall Rausch
