If I install an adjustable gas block and have it set so the rifle is a single shot, instead of a semi-auto, would this remove an AR from having to comply with the assault weapons requirements?

I believe there is a readily convertible clause in there, I don't think this would work

If all the parts to make it operate as a semi-auto are installed, then it will still be considered a semi-auto regardless of how it is temporarily adjusted to operate.
Since 01-01-2000, methods that were accepted by CA DOJ BOF to no longer be considered semi-auto...
A. Gas block is not installed.
B. Gas block is installed and gas tube or gas piston is not installed.
C. Gas block is plugged or welded closed.
