    AR15 california compliant

    hello
if someone out of state sends an ar15 to a ffl dealer in california and removes the flash hider and pistol grip, will the ffl dealer still dros the weapon without the pistol grip/flash hider?
or do i have to tell the out of state dealer to install cali compliant stuff

Ask your ffl.dealer if he will.accept it.
Been gone too long. It's been 15 to 20 years since i had to shelf my guns. Those early years sucked.
I really miss the good old Pomona Gun Shows.

What the law states and what a particular FFL will actually accept and transfer can be inexplicably and surprisingly far apart. And, you can explain what you read on calguns to your FFL until you’re blue in the face and it won’t make a bit of difference. They have their interpretation of the laws, it’s their license and livelihood on the line, and they do what they do. They are truly the gatekeepers of firearms in this state.

Show them detailed photos of what you have in mind and ask what needs to be done to make things transferrable.

You need to communicate with your FFL and also the out of state dealer you are buying from. Some dealers won’t ship stuff to CA even when legal. And, some FFL’s won’t transfer it even when it is legal.

The gun must enter the state as compliant, do unless your CA FFL has an AW license, all conversions must be done before shipping.

Careful OP: depending on type, the stock could also be an illegal AW feature.

IANAL but it seems to me that since neither a complete upper nor lower--independent of the other--is an AW even with features, the easiest option would be to have the upper sent directly to OP and the lower sent to a FFL for DROS.

Removal of features or affixing the mag. must happen before the two halves are reassembled.

I'd definitely call the receiving FFL before having the lower sent to them.
