What difference is there between a California legal SCAR 17S and a regular SCAR 17S?

California - no telescoping stock , no folding stock , no flash hider , must have fin grip if featureless.

Out of state can have anything they want.

Can I easy switch between California version and normal version for traveling between California and outside California?

Switch out the featureless grip and pinned stock when you are outside of CA. It already has a muzzle brake.

The scar comes with a comp with flash hiding capabilities. I would highly consider swapping it out for something else.
