    Lowers transfer

Can we do a private party transfer on just an AR lower in California right now?

May the Bridges I burn light the way.

Fewer people are killed with all rifles each year (323 in 2011) than with shotguns (356), hammers and clubs (496), and hands and feet (728).

Not positive but I don't think you can transfer the lower if it is from one of the few select ARs banned by name in California.

With a few exceptions, all firearm transfers must be done through a CA FFL dealer.

A private party transfer (PPT) is a face-to-face transfer between CA residents that is faciliated by a CA FFL dealer.
~If the firearm is shipped, then it's not a PPT.
~If one of parties involved is non-resident of CA, then it's not a PPT.

As long as the AR lower receiver is not make/model banned or is a RAW, then it is CA legal to transfer in CA.

A reciever can not be legally transfered to a person under the age of 21.

The transferee must have a valid CA DL/ID or (active duty) Mil ID with permanent orders for CA and a valid FSC or exemption to the FSC.

10 day wait applies to the transfer.

Absolutely will be doing transfer at an FFL. Its just that my ar10 is non compliant and would rather not spend the extra money to make it compliant. Its just cheaper to tear it apart and sell it as a lower.

It maybe difficult to sell because it's easier to just buy a lower at the LGS than do a PPT. The PPT regulations are designed so that you sell it out of state.

Besides, you might need to drop the price below what you want, else find someone ready to go and don't need the licensing and testing crap during the PPT.
