Can you loosen the two handguard tab bolts and slide the handguard forward just enough to clear the lower?

Maybe post a few more pics of that area to get better idea of interference.

Loosen the Two Allen's and slide the hand guard forward slightly. There are lots of Parts that dont mesh well Franklin armory Billet lowers for example , Dont work with Pdw Stocks , or Certain hand guards.
I've had Some uppers that wont cycle at all on some proven complete lowers switch lowers all is good..

If I recall the answer was that you need to push that hand guard forward more.

The only place I posted this question was in Reddit. And nobody said anything about moving the Hand guard foreword, in fact I got two replies one saying I should file off part of the hand guard and the other asking where I got it. That is hardly a “fix.”
I reposted here when I took another look today and it dawned on me that it could be the upper receiver and not the hand guard. Which is why I posted.

Instruction video can be found here (I think this is the model you have). The “torque plate” has slightly oblong looking holes, which would allow the handguard to slide forward a bit for clearance if needed.
