Asking for a friend that's in the Inland Empire. Is there a location in his area that still mills out 80% AR lowers? Someone that has the professional style machine that you just set it in and then the owner of the lower pushes the start button. Thanks

No. That ship sailed years ago. Your friend can request a serial number from cadoj. Then machine and put serial number on the sends pics then assemble. -

"It is currently CA legal to modify a double-action revolver into a single-action revolver and modify a single-action revolver into a double-action revolver.
CA DOJ BOF stance on modifying handguns only applies to dimensionally compliant bolt-action single-shot pistols and dimensionally compliant break-open single-shot pistols.
^It does not apply to revolvers, manually operated repeating pistols, and semi-auto pistols." ~~ QuietComment

In order to be legal under Federal laws/regulations, the self-made firearm needs to be made by the individual using their own tools.
Starting 07-01-2018, in order to be legal under CA laws/regulations, the person making the self-made firearm needs to submit a USNA to CA DOJ BOF, as soon as they intend to make a self-made firearm.
Within 10 days of having their USNA approved, they must engrave the CA DOJ issued marking info onto the finished receiver and submit proof to CA DOJ BOF.
Within 30 days of having their USNA approved, they can modify the self-made firearm and must submit it's final configuration to CA DOJ BOF.sigpic

I read about an arrest recently where the state was trying to convict some guy of manufacturing lowers in Southern California without an FFL, but his lawyer said an AR lower does not meet the definition of a firearm frame/receiver. I remember reading the guy got off so the state wouldn’t take it to trial, lose, and then have it set some kind of legal precedent. I think that’s close to what I read, maybe there was more to the story...
What do the legal minds on here think about this?Comment

LOL, I guess that I have. I did say it was for a friend and that was the truth. I pretty much just shoot bolt guns and haven't kept up with Ca laws on AR's. Mostly because the ones that I did own Ive shipped to Texas at my other house. I don't have to worry about what they look like in Texas. But that's was a funny comment,it did make me laugh out loud. ThanksComment

Ok guys I definitely appreciate ALL of the info from EVERYBODY on my question about the 80% lower. I'll just have to tell my friend that he's pretty much out of luck. And he will need to purchase a new 100% lower if he wants to build something from scratch. Thanks again guys I am thankful for all.Comment
