    AR15 build legality?

    hey guys, im new to the fourm and i have questions about building an AR. So the back story is im 19 and i started to owning guns when i turned 18 with a hunting license. I own rimfires, and bolt action hunting rifles and ive decided to build an AR or atlease obtain parts to build one due to the situation with all the guns and ammos being sold out. I ordered a complete kit online only to find out i had to be 21 to buy a stripped lower. I did research and my only options seems to be ethier buy a 80% lower and register it or if one of my parents buys it for themselves and gift it to me. Is there any other way for me to legally get a stripped lower? i also understand that i cant own a semi auto centerfire rifle ethier if im under 21 but I was going to make it into a straight pull "bolt action" and eventually make it back to semi when i turn 21. If all else fails i was going to give my kit that i ordered to my dad who is interested in owning firearm. He also wants to get a hunting license but im not sure if he can buy a stripped lower to finish the kit with a hunting license? Sorry for all the questions, i probably will have more but thanks in advance for any responses

    I believe as of 1/1/2019 you have to be 21 to purchase any gun, including long guns, but if you have a hunting license you can buy long guns.

    I also believe you are no longer allowed to build and register 80% lowers in CA.

    I am not sure if your father can buy the lower and transfer it to you. You could just get your hunting license, the safety class is online now due to covid.

      Start saving your money now and wait until you turn 21 to buy yourself a nice AR. Don't jump into AR with current inflated prices.

        If your dad wants to build a rifle, he does not need a hunting license to buy a stripped lower, but he will need to have a FSC (firearms safety certificate). He can study for that and take the test at a gun store. Here is where you can download the study guide... https://oag.ca.gov/firearms/fsc

          i thought it was still legal to build 80% lowers and have the DOJ issue a serial number, i already have a hunting license just wanted to see if my dad needed it to buy a stripped lower

          unfortunately, i already ordered a kit from durkin tactical and ill probably be stuck with it. I have a military friend that is stationed in CA. theoretically, if he brings his military ID and station orders can he buy a stripped lower and ill sell him my kit to build his ar and then do a ppt transfer to me when he wants to sell it?

            That sounds like a straw purchase. Better off building it yourself and keeping your buddy out of trouble at that point.

            Your best course of action seems to be asking your dad to gift you a stripped lower.

              yea i understand, but "theoretically" could someone with an fsc ppt a stripped lower or a complete AR to someone under 21

                OP..look up CA penal code 27520.
                If you really want to buy an AR that badly before you turn 21, easiest legal way is join active duty military or law enforcement.

                Or move out of state like many of us want to, but can't due to career and families

                  Pursuant to Penal Code section 27510, a California licensed dealer is prohibited from selling, supplying, delivering, transferring or giving possession or control of any firearm to any person under the age of 21 years, except as specifically exempted. The exemptions apply to the sale, supplying, delivery, transfer, or giving possession or control of a firearm that is not a handgun to a person 18 years of age or older.

                  The Exemptions Include:

                  A person 18 years of age or older who possess a valid, unexpired hunting license issued by the Department of Fish and Wildlife.
                  Seems like the under 21 person needs to have a hunting license and fsc.

                  Your father can get a stripped lower with an fsc and no hunting license.

                    With your hunting license, you should be able to buy a complete ar15....I think.

                      Get a hunting license and then buy or build. Forget 80% which is doable just not worth the effort. San Diego wrong on 80% builds.

                          Pain in the as5. First get number from doj then machine then send pics then assemble then send pics then get approval which takes 1 year and then have an ar you can never sell in Ca. I have 6 AR & 1911 completed and registered prior to moratorium. No fun anymore.

                              Yeah, what's the point? I can buy order a lower from PSA for $40 and it will probably be better than an 80% I drilled out myself.
