It was FN's policy to not sell the P90 magazines to anyone but law enforcement/government/military prior to 2004.

Prior to 2004, there was no civilian legal firearm that used P90 magazines, so FN restricted it to law enforcement/government/military only sales.

But what's to say he didn't find one left at a range, trash can, or the site of a previous military/police action? Finding and keeping magazines left behind or discarded by other people isn't illegal. You'd be suprised at what people discard, or forget where it was last placed.. How many pens, pencils, combs, sunglasses, wallets have you lost through out the years?
