Yeah I don’t know anything about this because I obviously wasn’t involved.

What I’d like to know is, if M196 was the clear winner, then why were we issued these....

My guess, it was for the simple reason that the older, lighter M196 tracers were being phased out, despite lighting off more quickly and being easier to see. I imagine that tracer ammo in use needs to match the standard ball ammo's trajectories closely. So unless you guys were using M193 ball ammo, you'd get the longer/heavier M856 tracers.
