Can I use a standard magazine release with a fixed CompMag?

I think the short answer would be yes, but the long answer would be you're going to want to make sure you assemble that in a certain order such that you don't inadvertently create an AW in the process... aka lock the mag in first -
I don't know who is standing over you that you are going to get busted for having an illegal aw for 2 minutes...."It is currently CA legal to modify a double-action revolver into a single-action revolver and modify a single-action revolver into a double-action revolver.
CA DOJ BOF stance on modifying handguns only applies to dimensionally compliant bolt-action single-shot pistols and dimensionally compliant break-open single-shot pistols.
^It does not apply to revolvers, manually operated repeating pistols, and semi-auto pistols." ~~ QuietComment
