It needs to be pinned permanently, by a gunsmith?

      I like the YHM Phantom.

The smith vortex, vltor and others all make flash hiders that will bring a 14.5 barrel to over 16 inches. It is just personal preference.

YHM Phantom or Sabre Extended A2. YHM is cheaper. Pinning is the expensive part.

You should NOT be in possession of a 14.5 inch upper that doesn't have a permanently pinned device bringing it to 16"+ unless you have a registered pistol lower or do not own a standard lower at all. Constructive possession applies to SBR issues. You can be busted.
