It would be a semiautomatic centerfire rifle without a fixed magazine.
It does not have a bullet button, so it would not fall under the current AW registration window.

Not legal as a rifle with a shoulder stock.
It would most likely be legal mounted to a tripod with a spade grip like a 1919.

But in any case, you would not be able to legally link more than 10 rounds.

Nothing changes. Think of the belt as a magazine and then all the same rules apply.

So would opening the top cover constitute opening the action to be able to load the rifle?

          Nope.

Please review Penal Code section 30515(b). The test for a fixed magazine has nothing to do with the loading of the weapon, nor the opening of the action.

The test is whether the feeding device can be removed from the weapon without disassembly of the action.

In the case of a disintegrating link belt, the "feeding device" is removed from the weapon by the firing of the rounds. Every time you fire the weapon, a link falls to the ground. Since the feeding device is removed from the weapon without disassembly of the action, it does not qualify as a fixed magazine.

Post-2016, they need to be configured so that are considered "featureless" semi-auto rifles and are pretty much limited to 10 round belts.
