      In California, the DOJ relies partially on manufacturer's literature. If anyplace calls the device a 'flash hider', that's what the DOJ says.

      If no literature says 'flash hider', DOJ does NOT then conclude 'muzzle brake' - they are said to test to see if any 'flash hiding effect' is produced by the device.

      DOJ is not in the business of certifying a device as either one.

        Compensators counteract muzzle climb, muzzle brakes counteract recoil. That's always been my understanding, anyways.

                  I agree with this answer as well. One thing to keep in mind is Muzzle Brakes are very loud for the people shooting next to you at the range.

                        Also, some muzzle devices combine features, so they might act both as a compensator and a muzzle brake (and maybe also work as a flash suppressor as well; BM-59 tricomp is an example of a combo flash suppressor/compensator/grenade spigot).
