Under PC 30515(a)(1), a lower is
1. Not semiautomatic, because you could use a bolt-action upper.
2. Not centerfire, because you could use a rimfire upper.
3. Not a semiautomatic centerfire rifle that does not have a fixed magazine, and therefore not an assault weapon.
Under DOJ's final regulations, it's also not an assault weapon when separated from an upper.
Under current law you can build rimfire rifles anyway you want; although the PC30515(a) pistol definition does not exempt rimfire.Comment
