Best bang would be to build one actually.

I'm into my Palmetto State Armory AR-9 around $700. I bought the parts from blem deals and Black Friday sales.

I haven't shot it yet, can't wait to.

Even though the featureless stock is fugly IMO, I like to think of it as a modern American take on the WWII British STEN gun.

Just pick up a CZ Scorpion and be done with it. Audiophil has them for $1000 shipped.

You can build one cheap, or not. pending on what components you pick.

First, decide on what mags you want to run then go from there.

Colt, Glock, M&P,...or something like CZ or Sig MPX. Do you want LRBHO?

PSA has some good deals if you're patient.

            You need to decide......

9mm AR (Glock or Colt mags)

            Sig (Sig mags)

            Just right (Glock mags)

            Beretta CX (Beretta mags)

            Kriss (Glock mags)

            Kel-tec sub (Glock Mags)

Then...find an FFL that accept the order and will do the transfer.
Or find an FFL that sells the listed 9mm carbines built as featureless.

            OR....buy one PPT.

What are you going to use it for? It makes a big difference as to which one is best.

If you don't have any particular purpose in mind, a Colt is probably the least hassle.

              What kind of lower?

edit:Speaking of KG, here's one that's seems like a good deal considering it's fully Kalifornicated:

I have a KG Blackout pistol (not in KA). Haven't shot it yet but it looks like it's well built.

Information on building one is here....http://www.calguns.net/calgunforum/s....php?t=1098494 You will have to pick through the chaff because "toddh" got banned and when he left it sort of strayed off course, but still lots of information to be had. Good Luck......

I have an Olympic Arms AR upper that I purchased used in the late 90's. It was designed to be used with a standard AR lower with a mag block and modified Sten mags. It has never failed to feed in all the years of use. Use it on a 90's registered AR lower. Interesting to note, the design uses what I thought was a fragile wire ejector. I bought a couple of extras figuring future failure, never has happened to date, I went and installed one in a flat top lower with a red dot, and the gun is now the best gun I own when taking out new shooters, particularly women who have no experience with guns. The red dot with the mild blowback 9mm is so easy to shoot, and instilles confidence no other gun I own does. The most bang for your buck as far as fun shooting goes, hand down!

                      Ruger PC9

Takes any Ruger mag and is naturally featureless. Plus, no one has them. Cool little gun, I like mine.

                        Looks good.

What are the options to get the AR9 lowers now? I'm seeing that PSA no longer ship lowers to CA.

My comp gun. 9mm ar is way more fun than a regular ar. I have not shot any of my .556 guns in awhile I have mor fun shooting the 9mm. I would say build one then even look into pcv matches there a blast.

I just placed an order from Gibbz Arms for their G9 receiver set earlier this week so they are shipping to California. I just found out that their G9 lower doesn't have a last round bolt hold open feature though which kind of sucks in my opinion. They say they are designing a bolt on feature to support LRBHO but it won't be available until early next year.

If I had to do it over again, I would look into the Quarter Circle QC-10 9mm lower and I believe they will ship to California.
