    Complete lower transfer

    If I want to buy a complete AR lower from out of state, does it need to be compliant before it arrives at my FFL in California?

    From my understanding, yes. Most (if not all) FFLs are finicky about compliance upon receipt. Someone please correct my ignorance if I am incorrect.

          A complete lower AR15 lower receiver does not violate any CA statutes as long as it's not "banned by name."
          It can be transferred as-is.

          I let my CA residency expire in 2015."
