OLL rifles do NOT have to be registered in this state. Nor do any long guns. Assault weapons have to be registered, but the dead lines have passed for that so you do that anymore.
Handguns don't have to be registered, however, if you have bought one recently, it's registered in this state. Also, you must register handgun transactions between family members in guns you brought in from out of state when you move here.Former "Subject" of the People's Republic of California in "exile" in Washington State.Comment

The new 4473 form includes a box to check if the gun is a handgun, long gun or "other", which includes a bare receiver.
You still have to pay the DROS fee and wait 10-days however.Comment
