Why not? Stripped lowers are still legal to buy in CA. You will just have to build it into a featureless rifle/carbine.

Legal to buy, but it can be tough to get them to ship it here. PSA won't ship them here anymore, and I don't know if Lone Wolf will. But once you figure that out, whether through a company that will, or through a middleman, it's just like any other lower.

That's legal to buy but the tough part is getting someone to ship it and a FFL to accept the transfer. To be honest you are probably better off getting a Quarter Circle 10 Glock lower from Rifle Gear locally and a lower build kit from from PSA. Money wise it will come out to be about the same but a lot easier to acquire.
EDIT:
