Featureless build question

Probably been hashed out already and if so, please pardon my ignorance. Completing builds on OLL's (featureless) Thordson "stocks", no flash hiders etc. Question is this:

On Featureless builds, CAN you use a detachable 10 round magazine or not?

Also is there any requirement for the muzzle brake to be pinned and welded if the barrel is already 16" and threaded?

so come July 1st we need to apply for a serial number before building? Even if it's featureless correct?
