Olympic Arms OA 93 Lower legal???

Hey CGN'ners, I never post in the forums, except on the Facebook CGN page, but there's too much trolling, so forgive me if I am posting in the wrong section.

Can a person own/transfer a Olympic Arms OA 93 Lower? I checked the AWB Rifle/Pistol List and the only three listed under Olympic Arms rifles is: AR-15, CAR 97, and PCR (ALL).

The lower in question (pictured below) was originally sold/marketed as a pistol. However, the intention of use pertaining to my question, is to be used as/for a rifle.

There are several off-list Olympic Arms AR receviers.
The OA-93 is one of them.

Olympic Arms used the OA-93 marked receiver to make both pistols and rifles.
