Quick question

Im going down to pick up a complete lower today. Im 19, as long has its a complete lower i should be fine? Only stripped lowers are 21?

I think you mean...

"Complete lower with shoulder stock attached = rifle = 18+ to purchase."

FFL's are forbidden from selling long guns to people under the age of 21 unless the long gun is a rifle or shotgun.

I answered that above. The law allows rifles to be bought by peoples of ages 18 and up. The ATF changed the 4473 form so that receivers and rifles are two different "things".
