    I just had Tennessee Arms ship a poly lower with engraving plate to my local FFL. I chose the engraving and had it marked 22RF with my chosen serial number. It will be DROS'd as a 22lower and assembled as one. I chose this route because I wanted light weight. I am not using a 22 as a HD weapon. It's a range toy and a squirrel gun.

    I agree, that once out of state, you can put any upper you want on it

      It had never occurred to me that there might be a market for 80% lowers in 22LR lol. Kinda cool!
