    Out of state build and featureless

    Hello please excuse me as this is in fact my first post. I am trying to get a custom build done out of state. Unfortunately, and I am sure I am not the only whose encountered this problem, many out of state rifle builders are hesitant on building anything for California residents. I know that going the featureless route is a way to be compliant, however, through numerous searches I have only stumbled upon presumptions and interpretations. I have noticed that several firearms stores (reside in the bay area) are carrying featureless builds. Is there an actual statement from the Doj or law that states featureless to be o.k.? I am tasked to present that to my builder as they don't believe me that grip wrapping or removing the pistol grip and running a non-flash hider muzzle brake will meet the definition of a featureless rifle. This is for an AK build. Thank you very much.

      The DOJ isn't in the business of telling you what you CAN have. I'm not aware of any CA DOJ approval letters regarding compliance parts or devices. The US ATF will occasionally answer queries regarding legality of certain things...like the sig brace debacle.

      Your best bet is to get the upper custom made (that's the hardest part of a rifle build. And simply assemble the lower at your leisure in state.

          Just to clarify the Ak builder is from out of state so I would have to ffl the finished rifle, however, they are reluctant to build anything for Californians. I mentioned the concept of building into a featureless configuration but they want references on where it states that featureless rifles are a way to be compliant. I'm sure there is some bulletin or reference from that many drew their conclusions About featureless. My builder wants this to review and make sure.

            As stated above, buy a stripped lower and assemble it yourself. Then buy the complete upper separate.

                  If you still can't convince the builder, I'd recommend contacting the usual CA compliance companies (EBR Works, Alphacat Armory, Table Rock Arms, New Frontier Arms, etc.) to see if they'd be a middleman and convert the built AK to featureless configuration.
