Hypothetically if one registers as an AW, and pictures are required, could one then add, say a VFG, at a later time? Although the configuration changed, does it make it more "assaulty"?

the standard list of features that define an assault weapon in CA would be allowed on a rifle that is registered in CA as an assault weapon. from everything I understand, your not limited by the features you had at the time of registration. If later you go the other way thats fine too ... (Say you decide to remove a flash hider and install a break, no problem)

No. If by RAW you mean Registered Assault Weapons from one of the previous bans, they can be in any configuration you want as long as it conforms to state, local, and federal laws. If you are talking about the coming round of registration, the regs released over the past weekend state that RBBAW (registered bullet buttoned assault weapon) can be deregistered if the features are removed.
