    stripped lower receiver pick up

    Hey guys i'm sorry if this been covered already but I'm curious if it's still possible to pick up my stripped lower receiver from the FFL dealer? I did DROS on the 20th and waited the 10 days. Since, it's passed the jan 1, 2017 and the new law is here, would i be able to lawfully pick up my stripped lower? I called, my FFL dealer and he said that I can't pick it up anymore.

      Since it's just a stripped lower and not a firearm I don't see why he won't let you pick it up. But the only way to assemble it will be featureless or mag locked. You're too late to build with a bullet button and register if that was your plan.

          A stripped lower is not affected by the new laws. As above is can only be built as the new fixed mag definition or featureless. Ask your dealer why they won't release it.

              I've heard a couple different interpretations at the LGSs. Sounds like stripped receivers are GTG but some people are concerned that since they are unconfigured they won't be sold anymore.

                Out the ffl. Or did you sign a disclaimer saying you would pick up by 31st? I think this belong in ffl section for proper answer.

                      No, i didn't sign any disclaimer saying i would pick it up by the 31st. The FFL is south city pawns in south san francisco. but keep in mind that i called and they said i can't pick it up. Lets see how it goes when i actually try to pick up in person.

                        (3) With regards to an AR-15 style firearm if a complete upper receiver and a complete lower receiver are completely detached from one another, but still in the possession or under the custody or control of the same person the firearm is not a semiautomatic firearm.

                        (4) A stripped AR-15 lower receiver when sold at a California gun store is not a semiautomatic firearm. (The action type among other things is undetermined)


                        There is no law that would prevent the FFL from releasing your stripped lower receiver. The only change is that you can no longer legally assemble the rifle with features that would make it an assault rifle. You will need to remain featureless.

                          Maybe it was stolen when they got broken in to recently? I noticed they're sporting a plywood front door as of last week.
